M01-U04 — Set learning goals

This preserves the earlier URL. The earlier M01-U01 outline is mapped to M01-U04 in the literacy sequence. M01-U01 now diagnoses reading needs.

Use an observed learner difficulty to write two goals. Name the final action, conditions and evidence. Separate reading comprehension from spelling accuracy.

Produce a goal card and a baseline task. This is a specification; source input and calibrated examples still need authoring.
